1. Data Controller

The National Emergency Operations Centre (NEOC) is the Data Controller for the Moodle training site, overseeing how personal data is collected and processed.


2. Data Protection Officer (DPO)

Our DPO ensures compliance with GDPR and Data Protection Acts 2018.

3. Information We Collect

We collect only the minimum personal data required, including:

  • Name, email, job title, workplace.

  • *Course and Performance Data: We collect information about the courses you enroll in, your progress, assessment results, and certifications awarded

  • *Communications: If you contact us for support or to provide feedback, we will collect a record of that correspondence

  • Optional census data (e.g., department or role).

  • Usage data (login timestamps, course participation) for educational purposes.


4. Legal Bases

  • (b) “processing is necessary for the performance of a contract to which the data subject is party or in order to take steps at the request of the data subject prior to entering into a contract;”

Your data is used to:

  • Track completion and award badges/certificates.

  • *Maintain a record of your qualifications

  • *To communicate with you about your account, our courses, and any updates to the platform

  • *To respond to your enquiries and provide technical and administrative support

  • Enhance learning by analyzing course engagement.

  • Ensure system integrity and security.

  • *To comply with our legal and regulatory obligations

No data is repurposed without your consent.


6. Data Retention

*We retain data only as long as needed for training and reporting, following HSE retention guidelines. Personal identifiers are removed and/or anonymised when no longer necessary. At any point, you can request a copy of all your data - or - request deletion of all your data - by implementing a Subject Access Request via the platform. Deletion of all your data will be subject to a review by NEOC before implementation.

7. Who Has Access

Access is limited to:

  • NEOC and HSE staff who manage training content.

  • IT and data teams bound by confidentiality.

We do not share personal data with external parties unless legally required. NEOC will not sell, rent, or lease your personal information to third parties. We may share your information in the following limited circumstances:

With Your Organisation: We may share your course progress and completion data with your affiliated emergency service or organisation for training and certification verification purposes.

Service Providers: We may share your information with third-party service providers who perform functions on our behalf, such as platform hosting and maintenance. These providers are contractually obligated to protect your data and are not permitted to use it for their own purposes.

Legal Requirements: We may disclose your information if required to do so by law or in the good faith belief that such action is necessary to comply with a legal obligation, protect and defend our rights or property, or in urgent circumstances to protect the personal safety of users of the platform or the public.


8. Security Measures

NEOC is committed to ensuring the security of your personal information. We have implemented appropriate technical and organisational measures to protect your data from unauthorised access, use, alteration, or disclosure. These measures include data encryption, secure hardened servers, access controls, and regular security assessments. Technical and organizational safeguards align with HSE policy.


9. Data Transfers

All data is stored and processed within the EEA, specifically Dublin Ireland.
We do not transfer data outside the EEA - but in this unlikely future event would comply with GDPR Chapter V requirements.


10. Your Rights

Under the General Data Protection Regulation (GDPR) and Irish data protection law, you have the following rights regarding your personal data:

  • Right of access, rectification, erasure (“right to be forgotten”)

  • Right to restrict or object to processing

  • Right to data portability

  • Right to withdraw consent at any time
